The goal for the Improper Use trophy/achievement is to kill an enemy using the repair tool You can do it at anytime just come up on an enemy and burn him. Just run up and burn a enemy as you see in the video we do in fact earn the Improper Use trophy/achievement for for Far Cry 3.
